The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

Job Description

Internal / External Vacancy Announcement

Key performance Areas :

  • Plans, directs, and controls the overall finance, human resource management, supply management, and administration matters of the Regional Branch;
  • Administers the overall recruitment, placement, maintenance, development, compensation, promotion, transfer, termination, personnel actions, and other human resource activities of the Regional Branch by the delegated level of authority, the Labor Law, the collective agreement, HR policies and procedures of the Society, and other pertinent regulatory requirements;
  • Ensures that the HR administration and development policy framework of the Society is correctly and consistently practiced across the Regional Branch;
  • Fulfills the material, facility, financial, and human resource requirements of the Division;
  • Studies, reviews, modifies, and streamlines existing operation systems of the Regional Branch Office in a way that ensures cost-effective resource utilization, quality service delivery, as well as learning and growth;
  • Ensures that work units of the zonal and woreda branches under the Regional Branch have the required human resources both in terms of quality and quantity and devises ways of motivating and retaining skilled human resources;
  • Maintains effective coordination and collaboration of the Division with other work units of the Regional Branch;
  • Takes appropriate personnel actions by pertinent HR policies and procedures in place and delegated authority;
  • Represents the Regional Branch before courts on labor matters and follows up on the statuses of such cases;
  • Manages the cash inflow and outflow of the Regional Branch; Verifies completeness and correctness of supporting documents for payment and advance settlement;
  • Makes sure that payment orders and purchasing transactions of the Regional Branch are duly approved as per authorized delegation before payment is effected;
  • Oversees the preparation and payment of payroll, per diem, and allowances; ensures that any deductions from employees’ salaries are made every month by their prior commitments and court decisions;
  • Ensures that financial documents, ledgers, journal vouchers, and supporting documents are maintained and organized by the pre-established accounting system;
  • Ensures that cash or collected money of the Regional Branch is registered and deposited timely; Ensures that books of accounts of the Regional Branch are reconciled with bank statements;
  •  Gets regular budget estimates of the different work units of the Regional Branch consolidated and follows up on the proper execution of same;
  • Ensures that fixed assets and other items of the Regional Branch are registered, tagged, and tracked by the classification and codification system in place for the purpose, data thereof communicated to the National Secretariat on demand or as per a reporting requirement;
  • Ensures that recording, analysis, and financial report preparation activities of the Regional Branch are conducted by the Society’s policies and procedures in place, that financial reports of zonal branches are compiled, timely and accurate financial statements produced and submitted to all stakeholders;
  • Ascertains that closing and auditing of books of accounts are carried out in due course; Provides appropriate purchasing, security, office, transport, and other logistical support to work units of the Regional Branch;
  •  Ensures settlement of purchase payments of the Regional Branch in due course; Advises the management of the Regional Branch on matters of human resource management, administration, finance, and issues;
  •  Ensures that the performances of employees of the Regional Branch are effectively tracked and appraised, skill gaps or generic and specific staff capacity building and training needs are identified, and proper training programs are designed and administered to desired effects in collaboration with the Human Resource Management Department of the Society;
  • Ensures that a motivating working environment and good industrial relation prevails throughout the Regional Branch that nurtures and sustains staff motivation and morale needed to discharge duties and responsibilities of the respective job positions;
  • Ensures that staff grievances of the Regional, zonal, and woreda branches are effectively addressed; handles grievance matters referred to the Regional department; Participates in the recruitment process of subordinates;  Prepares and submits monthly, quarterly, biannual, and annual reports on the performance of the Division.

Salary:- As per the organization salary scale  

Skills Competencies & Educational background

  • Second/First degree in Accounting/Accounting and Finance/Management.
  • 8/10 years relevant experience and out of these 4/6 years in Managerial positions. Knowledge of accounting software is mandatory.

Other Skills required:

  • Excellent communicator in English with demonstrated excellent report writing and speaking skills, fluency.
  • Demonstrated critical thinking, problem-solving, and relationship management skills
  • Experience in managing teams, strategic planning, and implementing programs
  • Proven experience developing effective and diverse teams in dynamic contexts.
  • Strong organizational and managerial skills.
  • Experience effectively initiating and maintaining productive relationships with private, public, civil society, and sector partners.
