The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
1: Infrastructure Coordinator
The EU Delegation to Ethiopia ensures:
- the tasks of the EU Presidency in Ethiopia host country;
- the representation of the European Union to Ethiopia;
- the follow-up of bilateral relations in the areas of political, economic, trade and external assistance cooperation (financial & technical);
- the follow-up of EU policies in other sectors;
- the follow-up of EU policies to identify opportunities for synergies and/or in-coherences between such policies and poverty reduction in line with policy coherence for development (Art 208 TFEU);
- promotes and defends the values and interests of the EU;
- coordinates the work of the Member States’ Embassies, particularly in the fields of EU competences, notably trade and external assistance;
- carries out CFSP (Common Foreign Security Policy) demarches as appropriate; reports to Headquarters on all matters of interest for EU policies;
- carries out press and public diplomacy activities in pursuit of the above;
- ensures the long-term programming of aid and the management of programmes and devolved projects within the framework of the current reform of External Aid Management;
- ensures implementation of the Communication on a stronger Partnership to deliver Market Access by means of market access teams;
- ensures the follow-up of EU policies in all sectors in particular the Communication on a stronger partnership to deliver Market Access by means of market access teams; provides any necessary support for visits by Members of the EEAS, Commission, Council and Parliament.

We offer a post of Infrastructure coordinator in the Administration Section of the EU Delegation to Ethiopia.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation.
Upon recruitment, the successful candidate will occupy the specific job function as “Infrastructure coordinator”, this job function may be changed in accordance with the needs of the Delegation.
Under this job function, the successful candidate will serve as technical staff whose duties and responsibilities shall include:
Will operate as Infrastructure Coordinator of the new Offices Project at the EU Delegation.
Liaise with the Real Estate in Delegation Division at the EEAS HQ and follow the whole administrative process of approval of the project alongside the Head of Administration.
Provide assistance during the project initiation and design development, review plans and documents, correspondence and term of references.
Organize and coordinate the local meetings with report to EU Delegation and EU Headquarters.
Provide frontline analysis of any document provided by the developer, the construction companies, the experts and external bodies. Ensure at all stages that EU requirements are met. Submit appropriate solutions to discrepancies between local and European standards.
Coordinate the work between the stakeholders of the project such as but not limited to: EU Delegation, the relevant Divisions at Headquarters (Infrastructure, IT, Security), construction companies, owner of the current premises and the building management team, various contractors working for the Delegation (security experts / external bodies / moving companies etc.).
Follow up and monitor planned deadlines of the various stages of the project, from design stages, to assistance with procurement of services and works, to provisional acceptance of the works and move. Close attention to critical paths in order to ensure that the deadlines are met.
Provide architectural and technical supervision on site as necessary to ensure that the technical requiremets are met.
Provide assistance in the phases of provisional acceptance.
Follow up on budget related matters of the construction works and the moves.
Provide assistance to the Delegation in making decisions about finishes, based on overall consistency and best value for money. Ensure that samples can be made available.
Participation to the preparation of all the stages related to the move, in particular to those related to its logistics, its organization and the infrastructure of the current premises.
Any other task requested by the Head of Delegation, the Chargé d’Affaires, the Head of Administration or the Real Estate in Delegation Division supervisor in relation to the project for the offices for the EU Delegation.

Working hours/week: 37.5
Group II – with starting basic salary of 1913.EUR/month (payable equivalent in Ethiopian Birr).

Skill and educational background
- Degree in architecture and/or civil engineering – additional degree in project management is an advantage.
- Proven minimum of 5-year experience in similar kind of work, both in the coordination and technical quality control field.
- Thorough knowledge of the office construction field – Experience in office construction works in the EU is an advantage.
- Thorough knowledge of office construction rules in force locally and ability to compare them to EU norms and requirements – Knowledge of the financial rules and regulations of the EU is an advantage.
- Thorough knowledge of English, both written and oral – Good knowledge of French is an advantage.
Thorough knowledge of Microsoft Office (Word, Excel, Outlook, Project).
Thorough knowledge of CAD software (e.g. Autocad).
Excellent communication and coordination skills.
High level of responsibility and ability to take initiative.
High level of organization, prioritization, flexibility and ability to work under pressure.
Excellent team spirit.

The procedure
After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a shortlist of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents.
The short-listed candidates will be invited to an assessment phase, which will include a written test and an interview– during this phase, the Selection Committee will assess the suitability of the candidates for the post.
The candidates who have not been short-listed will not be contacted individually.
