1: Finance Officer

Primary Location : Ethiopia-Addis Ababa

Purpose of Position:

To provide financial management oversight to regional hubs including necessary guidance on eImprest management and other financial operations.

Organizational Context:

Under the overall supervision of the Operations Officer and direct supervision of the Programme, Budget and Finance Officer in close consultation with the Regional Hub Coordinators, the Finance Officer will provide support the regional hubs to ensure conformity financial rules and regulations and effective management of eImprest operations. The incumbent will liaise with various finance, administrative and technical units in the Country and regional offices to support efficient and effective implementation of financial transactions.

Description of Duties:

The incumbent will be responsible for the following tasks:

Management of the Country Office Imprest accounts as well as daily oversight of the operations of the six regional hub imprest accounts.
Coordinate the eImprest and GL reconciliation of the country office and six regional hubs eImprest accounts including review of closure documents and reconciling items and subsequent submission to the regional office monthly.
Develop and maintain a monitoring mechanism for eImprest transactions to ensure compliance to established WHO financial rules and regulations.
Oversee the implementation of digital payment systems in support of field payments.
Develop administrative and finance staff by improving their technical and substantive financial skills in eImprest management and related work processes
Provides guidance and advice to staff in the regional hubs on financial matters

Skill and Educational backgruond

Essential: University degree in Accounting, Management Sciences, Business Administration or Finance. For WHO staff only, equivalent professional training or self-study/work experience.

Desirable: A postgraduate degree or professional qualification in accounting, business administration or related fields.

Experience:

Essential: At least 2 years of proven experience in the area of administration, finance and accounting

Desirable: Experience in WHO or any other UN Agency. Working knowledge or Oracle-based applications or any other ERP systems.

Knowledge and Skills:

Sound knowledge of financial management and administration, administrative skills, basic accounting. Specialized knowledge of WHO administrative and financial rules, procedures and practices. Ability to communicate clearly, both verbally and in writing an asset.

2. Finance & Administrative Assistant

Objectives the of Programme:

Country Management Support Units (CSU) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.

Purpose of the Position:

The purpose of the position is to provide finance and administrative support services in the regional hub office.

Description of the Duties:

Under the day-to-day supervision of the Operations Assistant at the regional hub office level, the guidance of the Finance Officer and the overall oversight of the Operations Officer, the incumbent shall perform the following functions:

1. Support eImprest and financial management in the regional hub office through generation of payment documentation and related actions including maintaining petty cash for the office.

2. Assists with coordination of procurement of goods and services for regional hub office in liaison with the central procurement unit and within delegated authority.

3. Assists with proper administration of physical facilities and office arrangement for team members including office equipment, furniture, and supplies for WHO office at the region.

4. Provides admin support to the team members including processing of correspondences; requisition of office supplies and inventory; and maintaining a filing system.

5. Assists in the Regional (Hub) Office with logistical arrangements as necessary (i.e. hotel booking, accommodation, travel, transport, per-diem payment to external participants etc.)

6. Provides administrative support to the Regional technical staff team, including arranging appointments and maintaining schedule, receiving visitors, placing and screening telephone calls and answering queries related

7. Perform other related duties as required or instructed, including providing support to other areas of

   Skill and Educational background

Essential:

Completion of secondary school education or equivalent technical or commercial education.

Desirable:

Training in Accounting, Administration and/or in Management field is desirable.

Experience

Essential:

At least five (5) years of relevant experience in finance/accounting, and/or office administration.

Desirable:

Experience in administrative support positions in WHO or another UN agency an asset.

Experience in Oracle-based or other ERP systems an asset.

Functional Knowledge and Skills:

The incumbent maintains and updates proficiency in the use of modern office technology through of in-house courses, on-the-job training or self-training. He/she keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, the cluster and WHO, to be able to brief others and explain procedures.
